Yeah. Level cap isn’t tied to content. Or at least it wasn’t in D1.

They actually kind of did that when TTK came out. If you didn't have it, you couldn't do heroic strikes and a bunch of other activities. If you didn't have TTK, you couldn't do much of anything on Destiny one.

If higher level is tied to CoO, why am I suddenly getting higher level gear? I wasn't getting anything above 290 before yesterday. Now I'm getting a surge of 300 gear.
