As long as you are on the Home section of the OS, it's fast. Outside of that, nope.
Fck it at least it works. I do most of my gaming on the PS4. But with the release of the awesomely fun Horizon 3 I've been on my X1 lately. And let me tell you I'm tired of fighting against the unresponsiveness of the dashboard.
The Xbox store works great on my end. Though I don't use snap features anymore. Too bloated.
I'm talking overall...the Dashboard is clunky and slow. A far cry from what MSFT did when they set the example with the 360 Dashboard. I unplugged Kinect thinking that would help but it made it worse because now I removed voice control options.
True it ain't no 360 dashboard. I must say I like how the guide pops out in that video above. The store button right there too.
I don't have a PS4, but for the last two days, using my Xbox as a media player is embarrassment central.
It doesn't respond, then jumps ten times. Once it's in motion it's fine, but as a whole, the UI seems more like a shop than what I want.
I want my games, I want the s*** that's in my HDD, and I dont want what you're selling me on the side.
Stop pinning s*** apps I don't want to the menu. I will never use Groove! And my friends? f*** them! I only added them so as theyd get their dick out on Skype anyway!

It is a bit slow, but I despise the PS4 dash, especially having to type anything. At least on the One, you can use bumpers and triggers to get around faster as well as sorting, though I haven't dug much into the PS.
I also like the tile style. Even my wife thinks the PS one looks cheap. I've noticed the store isn't much faster anyway. It could be quicker, but I really don't get how people find it frustrating.
Well if you go by NeoGAF then the X1 dash is rocket science but yeah. It's not as fast as the PS4's UI but i like it. Both do their job.
yeah I hate the god damn dash on One. Sometimes it's slow to respond and I can't tell WTF I got highlighted. Hell even when you highlight something it's not easy to tell. Way to much crap is on the screen at once. Crap just give me the damn 360 dash for all I care. I'm fine with PS4 Dash can use that fast and no issue. One's dash just pisses me off.
Never had any issues with mine -- aside from the occasional crash. Hate that. Otherwise, highly functional.
UI is fast enough for me. The time it really bogs down (both loading and format) is browsing the store's 100s of game icons. Click one to check it out. But then go back and the list resets you to the top of the page and you have to manually scroll down again to get back to the part you were browsing.
I've never had OS crashes I can think of except at launch where some games would bomb to the dashboard. The Dec 2012 update fixed that.
The only times the system crashes comes from certain games. I've had Skyrim crash on me more than probably all other games combined. Make sure to save your game before a Fast Travel. It's like 5% of the time it bombs.
And anything related to BF.... betas or final game can have sketchy reliability too when in a lobby or loading a match.

The biggest thing to bog down both UI's is the browser. In my experience.
Going from browser to app or game is troublesome for both. Other than that no real issues. Other than crashing on X1 and low virtual memory issues on PS4 browser.

Besides the random crashes back to the dashboard and achievements not popping when they should it's been a good experience. Just haven't had any issues like that on PS4.
