You sound like you are downplaying 60fps. Of course 30fps has been the focus for consoles. But that doesn't mean it shouldn't be done if it can. TLOU:Remastered is a perfect example. ND targeted 60fps and achieved it. Hell, even UC4 people are still hoping for 60fps..
No I think they have just gotten way to complacent. Honestly why should they care if people keep buying games they consider "bad"

The same article also mentioned PS4 is equivalent to medium setting on PC, & X1 low settings.no difference worth mentioning in those screen shots.
guess its another of those "ITS BETTER ON PLATFORM X BECAUSE SOMEONE ELSE SAID SO" things, and then people just run with it until they convince themselves (heard mentality) its true.

The PS4 version flags up a minor issue of its own. Frame-pacing at 30fps isn't properly implemented on Sony's hardware, resulting in occasional judder mostly in cut-scenes, but also during short bursts in gameplay. This essentially means the PS4 frame-rate averages out at 30fps, but the ordering of frames is occasionally uneven in comparison to the Xbox One and PC versions. The perceived effect is that the PS4 is dropping frames, occasionally creating a stutter to running animations - and even pre-rendered cut-scenes. Thanks to the mostly static nature of the presentation, it's not impactful to gameplay, but it's a curious phenomenon bearing in mind that the other versions works exactly as they should.
"Perceived effect" prob like what COD Ghosts was doing because it was doing over 60 fps being more of a synch issue.

You could say that, but you don't always know what goes into a game. Maybe they are using subsurface scatter on the characters, and we just don't see it. Maybe they are using more advance anti-aliasing solutions for the game, and we just don't know it. Maybe there is tessellation on the models or in various other places, and we just don't bother to notice. Even if we can't see some of these things, that which is visible is very visibly better than last gen consoles without a doubt, and to add on to that, there is even more precise depth of field rendering which can be killer on the frame rates. And it all has to be done at resolutions higher than last gen consoles. But even The Last of US on PS4 could not handle decent shadow map resolutions at 60fps. That really speaks out about these new consoles. And this Resident Evil Remaster clearly has implemented some very nice effects impossible on last gen consoles. Even if it is Capcom, they have a good excuse and alibi. And it's not as if they ever told us or ever hinted they were planning to hit 60fps. Much like nearly all of the PS3's HD collections like Ico/SotC and FFX/FFX-2, this game is 30fps.If it were just about any other developer I'd be willing to accept that, however, this is Capcom we're talking about...

I didn't say anything about the article, I posted a Youtube video that DF made for X1 and PS4 specifically. PC is not part of it.No where in the article did they sated X1 winning performance test. You can be sure if X1 does win, Intellivision will make a post about it.
PS4 have curious frame pacing issue, & PS4 is running at equivalent of Pc Medium Preset, & X1 Low preset.
If anything, they recommend the PC if you have a decent rig, as it produce smooth 60fps at half decent gaming PC.

It's the exact same, but with softer looking shadows. Literally.
