At its peck, 500 people work on Cyberpunk
Only 40 developers from WItcher 3 were involved in Cyberpunk in the end. They were mainly gone from the company
Hint of corruption & shadiness with politics, & owners political influences ( like old saying, once people have wealthy, they look for power)
Lots of new developers with limited experience (or straight from school) brought in (probably explain the bugs & other technical issues)
Developers paid below market rate (40%!!) while management get big S bonuses
