Just because most of the cheaters end up in the higher tier of ranked doesn't make it ok.
This is what COD did, crank the skill based matchmaking up to 11, so bad players can have their nice protected pool while the rest of us struggle against top tier players and hackers.
Back when Warzone had that 3rd party site where you could check the quality of the match you were in, the system became obvious. I'm decent, but I would end up in the highest tier lobbies that streamers and top players get in. I was actually hoping to get killed by Dr Disrespect on stream. I was in those lobbies (yet I never won a game and rarely finished well).
This is their "solution" and it isn't good.
