Brazil plans to divorce itself from the U.S.-centric Internet over Washington's widespread online spying, a move that many experts fear will be a potentially dangerous first step toward politically fracturing a global network built with minimal interference by governments.

I doubt this will matter much, but it would hurt the Internet if suddenly Russia, China, and many south American countries decided they were going to have their own internet.
 
I'm intrigued by this step.

It seems to me that Brazilians would still want to be able to email internationally though. Maybe Brazil-Net would have major Gateway Hubs to the bigger Internet. These could be secure filtered choke points all international data must go through.

Maybe have a Firewall at the Gateway just block many American IPs.
 
I'm not sure if this is good or bad in any way or form, but I'm intrigued by it for some reason. Personally, I always thought the internet was oversaw by a grand counsel of mighty wizards from Middle Earth. Should've known Sauron was slipping money underneath the table. Those decorative wands and staffs don't pay for themselves.
