My friend cannot send messages and or chat on Xbox One

I sold my buddy my XBox One X for a good deal as he wanted to get one but even the used ones were out of his $$$ range. We get it all set up at my house and get his old Live account back up and all is good he gets it home and a few days later he found out he could not send messages and I THINK he said he could not chat. when he did he got an error and a link to a support site. We went to said support site and it told us to go another link which we did it asked him to enter his cell number so they could send him a code to verify his account which we we did and then it took him to a page that just showed things like his name, date of birth etc nothing about his communication error. I had him download the app to his phone and he tried sending me a message from app to my phone via the app got the same error and a link to the site (I would have the link it told us to go to but I do not remember it).
 
I am hoping to do lunch with him tomorrow or this weekend he was supposed to send me a screen cap as a text message so I would post it here as I said the error had a link that we went to and all it had us do was enter his cell to get the code then nothing lol. Of course calling the 800 number is useless they only tell you to go to support.xbox.com or something like that and you can request a call back but you cannot call them directly anymore which is dumb in my opinion.
 
possible that he might of typed something that broke the rules of Xbox live policy and removes his ability to communicate from before. I have text something before that was a somewhat a bad message and the ENFORCE team restricted my communication capabilities until the ban was removed which it was for 3 days.

Just a little info.
 
First he never got any message saying he was suspended for communication don't they do that when you have a ban of any kind he has no emails from Xbox at all except for when he created the account. Second, I don't think it is a port thing as he cannot send me a message from the app on his phone to me but he said he can get messages not send. Third he has gold, we redeemed a 90 day gold card last saturday. I hope to get with him today so I can see that link they send us to when he tries to message me.

there is the error message/link but as of this posting the message and chat works has anybody else had this issue and is there a way to keep it from not bouncing back text messages with that screen above?
 
but how could it been a port issue if he could not do it from his phone to my phone when we were not even on his network (we were at a Wendys 2 or 3 miles away from his house)? We suspected it could have been a glitch in whatever network controls the messaging system to us.

Not message sending. Party chat yes. Depends on the match making. Most games that have dedicated servers it won't matter as you aren't directly connecting to people.
 
Did he contact customer support? Seems like a issue with his account if he can't even send messages via the app.
