What difference do you really think a 0.4ghz is really going to make? It isn't like this stuff has the same performance all the time. It will vary from game to game, engine to engine. In Ratchet Clank it might offer 10FPS(Pretty much the ceiling for this small a difference) but in AC Valhalla might only give 1FPS more.
Hearing new narratives online lately. We've entered a really weird place in the plastic wars debate. It's like politics. The new messaging..."Sony's hardware approach is better for every single thing except frame rates. Would you rather have 30 extra frames....or everything else?"

So we can now predict how it will go. Microsoft will lead with their high frame rate versions of games. Sony will lead with their higher graphical fidelity versions of games. Both sides of the plastic war will claim victory....which is fine. It's about the content and services anyways.

Gross. Going into next gen and we are STILL happy with 30fps. Even with these much touted super ‘SSDs’ and ‘MOAR teraflops’.
Thank God I also have a PC for my consistent 60+ framerate experience...
I hope playground games and the Initiative just blow everything out of the water just to see the frantic aftermath.
It's happening! Narrative is being pusehd towards 30 fps. 30fps is the great equalizer. 60 fps will stretch the hardware and expose efficiencies or deficiencies more.
