I think the big reason is that photos were still considered a huge thing. It was a special event to take your photo, and that seemed to translate over to mugshots. Everybody looks like they've murdered somebody but they got away with and are jailed for a completely different reason.

Wow, they had much better options in hats back then. Now days we get to choose among baseball hats, trilbies, and dewrags.

It is also impressive how tattered a three piece suit can be, and they still look better than business casual.
