Clubs under the Community tab. You need to have the preview release and it's only rolling out in the beta program at the moment.

From Home, go one tab over to Community. To the right of the feed you'll see Trending on Xbox, and under that Clubs. Click on that and you'll be able to search.

Yes. As myself and Menace mentioned earlier. We're in the preview program as well and we also don't have it. It looks like it's still rolling out. From the screenshots I've seen that's where it is found anyway.
