The issue appears to lie with Windows 8.1’s new DPI framework for multiple monitors, which has interfered with usual communication between the mouse and the OS. Games that don't read raw mouse data, like those above, have developed a sluggishness not exactly conducive to hacking in Deux Ex, for instance.

If you are running Win 8, then definitely do the upgrade to 8.1. Very nice refinements and options over 8.

really don't want to type it out. I'm sure you can either find articles or go to Best Buy and try things out. You'll know when you spend a couple of minutes with it. Regardless, it is free for those that bought Windows 8 and the new Mail app and other app updates are worth it alone.
Also, Battlefield 4 seems to run best on Windows 8.1.
8.1 has been causing way too many issues for many different types of configs...
I can live with 5-7 less fps in BF4.

Yes, I have it on my new PC.
It's garbage.
Software works, but it's more important for MS to lock you into their services than supporting the stuff you allready have in win 7.
All the software bundled with windows 8.1 is garbage, it's like the developers said.. Hey, remember win 3.11, that had some cool stuff - let's make all our menus look like it were built for that, and have them fly out from the sides of the monitor, and let people search through a dozen sub-menus to get to where they want.
Ignore that users expect something wich have the functionality we introduced in Win 95 and later versions...
The bundled Win 8.1 Mail-client, is not compatible with MS windows 7 bundled mail-client export/import-features, and win 7 mail-client looses support early 2014.
So be prepeared to manually type in a dozen e-mail-accounts if you have that.
Can't have you transfer e-mail accounts via USB-sticks, that's way to risky.
Much safer to export your e-mail accounts via the MS clouds into the new software - and then they can bring them back down into the new client.
But that didn't work for me.
Also when installing win8 - I were wondering when I were going to get to create my user-password for windows, but nothing ever came up, and my first resets went without prompting for a password.
After getting back on my new PC - after plugging all the stuff back into my old PC just to export my e-mails into the MS clouds - suddenly I were asked for a password to start windows - after 10-15 minutes of guessing, I tried the password I had created exporting email-accounts into MS-clouds.
But there were no notification that this would also become my windows-password, when I set up that account.
- the new bundled 8.1 windows e-mail client looks like webpage with web-email, not like proper software e-mail client like Outlook or Live Mail.
- in the end I gave up and found a proper third party e-mail client - wich dosn't lock account-export into MS formats - and found a hacking site wich could decode all the stats on my various e-mails.
Also the new preview-software is horrible - when opening a jpg/pdf-file, you downloaded, you can easily view it, but then you want to store it locally for later use, it's ridickolous.
Can't use a normal windows file-save crap - up comes a custom win 3.11 thingy - and prompts you to save to Microsoft skydrive..
- and then you have to do half a dozen fileclick to navigate before you find your local computer..

- you can't do that here, you said you were going to save this file, not create new folder - to create a new folder, you need to manually create a new folder with the windows explorer.
- click to next picture, to save picture number two - you want to save microsoft skydrive? no remembering where you last saved in same preview session..
- I were searching for my USB-stick with my old Win 7 backup - but unfortunately I couldn't find it.
- Now I'm crossing my fingers for SteamOS having basic computer-functionality - I don't think Win 8.1 is even redeamable.
Several 'help-files' even tells me to touch my monitor, despite having a non-tablet copy of windows 8.1..
I have none of the issues you are describing
-Windows Live Mail works with 8.1
-Want to use the old Windows Image viewing? Right click a .jgp, etc and pick "Open With--Windows Image Viewer" make it default.

I have two Windows 8.1 PC both of which thanks to the "Cloud" all my settings, layout, apps are the same on both PCs.
Did you get to set your own windows-password, or did it steal the one you made for outlook.com?
It's pretty neatly customized menu you have there, when I get home I'll take a screen of mine..
When I searched for Live Mail win 8, MS Norways webpage told me support for Live Mail ends sometime in 2014, and is not supported at all on Win 8.1, it highly recomended me to use something else, and linked to the new crappy one - that's why I figured I could just aswell upgrade immediately.:-/ But it's alot better than the bundled 'mail reader app'.
I went with a third-party client though, wich will be easier via USB-stick, to transport between future computers, rather than the clouds.
Yes, I can select various different tools for png/jpg/pdf etc,
But I can't change out the previewer, I think.
It's pretty annoying to have to do it, because of some stupidity to make a custom file-save option, where they havn't bothered to put a 'create new folder' option.
Sure, i can go into my computer from start menu, but it's stupid, it's like creating a new keyboard with only the 0-5 digits on - and then add a new key called 'shift-plus', wich you can hold in and use to generate the remaining 6-9 digits.
Sure, you can have a fully functional keyboard and write all numbers, but it's much more extra hoops to jump through, than it used to be.. :-/
