Not in this case in the least. There are certain utilities that are considered necessary for life. It used to be telephone lines and all houses were guaranteed to have a telephone line. Guaranteeing Internet is the next step, and VERY long overdue.
They completely dropped telephone service on this road for almost 10 years before they brought out the fiber line. You honestly can't do anything anymore without the internet, so it really does need to be mandated.
