Help: GTA 5 problem

So, I'm trying to do the sea races but they will not show up on the map, will not start if I go to the locations.

I bought a Speedophile Jet-ski and have completed the Hood safari mission. I even replayed the hood safari mission, and still no luck.

Anybody had this issue or know of a fix or something ?

I need these to finish off my 100% complete goal, currently at 97%:(

Did you try different times though? Certain events are open only at certain time.

Yeah, tried early morning, evening, night, and nothing. Going by guides and stuff it isn't time specific any way. Only, prerequisite is to complete the Hood Safari mission.
