It's mainly cute though lol, gotta love how he just wants someone to throw the ball for him lol.
I've been to that spot a bunch of times, they used to close it off to people when the seals would take over the beach, if there were just a few they'd let people go down there too. I remember once a kid was swimming underwater and a baby seal swam up to him and their heads both came up out of the water at the same time face to face about a foot apart and it looked like something out of a movie.
There is a tidepool area near there too and we had a sealion pop up out of the water and come "bark" at us before too but he didn't do anything else. I stopped going there because they had completely closed the beach area to people and the water always had a "contaminated" sign likely because of the waste from the seals and sealions.
Back when I used to go there if people got too close to the seals the lifeguards would make an announcement telling them to get back over the loudspeaker. I'm surprised so many people were allowed down there. Of course, it's been a while since I went, back then people weren't taking selfies lol.
Yeah it's funny how that keeps happening, I hope people don't start trying to kill them.
