They were probably bundled at the store with the Wii U to get the number up.

A million copies sold on 35 million Xbox consoles and a million copies sold on billions of PCs.
 
Over 2M and 1.1M doesn't mean the Xbox version has sold less. Without Xbox numbers it's a pointless article taking away from the simple fact a great game is selling very well.

Cuphead has sold 2 million copies, StudioMDHR recently announced. That should be good news for Xbox, right? Well, yes, but with as many copies as it’s selling on Xbox One, it’s selling even more on Steam.

That’s according to SteamSpy, a database that tracks game sales on the popular PC marketplace. Cuphead‘s sales on Steam clock in at about 1.1 million, a little over half its total sales.

So that article thinks it's sold 2M

Not say 2.2 or 2.4.
