I typed up a bunch of info on the Sony Third Party Productions in one of the PS4 threads a while ago. On the surface it's actually a really cool initiative to get exclusives and titles that otherwise might not have been made, or maybe wouldn't make it in any reasonable time.
The short of it is that gamers want certain games on the console and this team finds a way to make it happen. Each game seems to be handled in a different manner and has different benefits for the devs or Sony. There are some games that are going to come out perfect because they are handled differently.
For instance another developer is working on the main PS4 port themselves, while Sony handles the Vita version and Sony likely find then additional funding to make the PS4 port happen, with the Vita version that likely wouldn't have ever been made if this didn't work out and timed exclusivity for the platform.
In the case of Borderlands Vita and Ultra Street Fighter 4, Sony handled the port production. There might be a few others as well, but these two have released in bad shape. I think if it weren't for the exclusivity in some cases (timed exclusivity is completely appropriate here), this is a great program for developers, but clearly they are working with limited budgets and right deadlines in these particular cases. It looks a hell of a lot smarter than just having over bags of cash and a contract as well. It's a really smart way to get exclusives, bonuses, tinned exclusives and support developers overall.
Sony and Capcom will likely go to work on fixing this title, as they have a lot riding on it (SFV, tournaments, advertising) and the PS4 userbase is extremely vocal when things aren't right.
