Yup, Xbox always wins. The original Xbox and the Xbox 360 had better third party games and it wasn't even a debate. The Xbox One already has its share of better third party games. Nothing will ever match the disaster that was the PS3 last gen when it comes to this topic. Rest easy Xbros, we've had sustained quality throughout the brand's existence. You can't say that about any other gaming brand.
The problem with PC is that what defines whether a rig is "half decent" or not? Most reviews talking PC games often use pretty good rigs, which not everyone has.
I have a $1,100 4 year old laptop. It has an i7 Q740 quad core, 4gb cpu ram, 4gb 445m gpu. Sounds impressive, but in reality is weak. It ran Diablo 3 years ago like trash unless I dumbed down the settings to low and still couldn't get a solid 60 fps using FRAPS. It fluctuated between 30-50 at all times. My 360 ran Diablo 3 better. And it looked better too. Trying that free BF Online game lead to lousier performance. I was in the Hawken beta and I don't think I ran the game at more than 20 fps even when I dumbed down the settings.
That's the drawback of PC gaming. You never really know how good the game will run unless you have a good enough rig/specs which is shown on sites they use to compare with. If you have something older, the assumption is it will run worse, so don't bother.

(Corrected) Half decent Gaming PC rig. keyword is the rig must be for gaming. I heard it a few time people here saying their PC (even recent one) canot run games well, only to know they have non gaming PC...
