Wait, you used the words "tactics" to define the word tactical? Were you raised and schooled in the forests of New Guinea or something.

Some people I know come from that part of the world, including surrounding countries where they grew up in areas with dirty dusty roads and people walked the streets barefoot because owning a pair of decent shoes was tough even though the equivalized price was maybe $3 for a cheap pair of locally made shoes. On the other hand, half the people at the office spend that (or more) everyday buying coffee.... even though the cafeteria has free coffee and tea. But even a cheap pair of shoes was out of reach half the time. Anyone with an air conditioner would be considered a rich god. They come to Canada and are among the nicest hard working people.

We all know Call of Duty isn't tactical. Perhaps it is on the highest level of play but the game itself is just a reflex shooter. This is that, only you drop a few special items in rooms that act indistinguishable from one another.
CoD is tactical, but most people don't play it that way as most are solo players joining random lobbies just messing around.

However, when the game is played tactically by a good team who are all partyed up and know what to do and coordinate, it's almost impossible to beat them with a team of randoms. I used to party up with guys in older CoD games and even if we just got 3-4 guys together it was enough to overpower other teams. Winning 10 in a row was common. And if we got 5-6 guys all on the same team, the number of times we lost was probably no more than 10 in all the games I played with a full team.

The only way to lose was if the opposing team ended up also being a good team of partyed up gamers. In that case, it was a match between closely skilled gamers.
