It's more than just this because there is definitely still some pop-in for PS5 exclusives as well. Not trying to start a system war debate here, but R&C definitely still has some pop-in despite being developed solely for the PS5, so developing for a faster HDD alone doesn't seem to solve the issue.It's because it's crossgen and also on PC. Last gen has slow HDD and not all PC's have SSD speeds so they still needed to develop the game with that in mind which carried over to current gen version.

But I suspect that if you did notice texture pop-ins, it would be much rarer than last gen/cross gen games. Maybe it will take time for developers to find a solution for this problem or it could also just be an issue that may not be fixed due to hardware limitations. Theoretically, the faster SSD speeds should have been able to load these assets in much quicker to avoid the pop-ins.

I do think with 60fps and higher resolution , you would be able to spot them more apparently.

They know everything the computer needs to keep ready because there are specific ways to travel and look, along with tighter spaces. They know the number of enemies and the lighting conditions. Demon's souls is using a new game engine by Bluepoint and I don't believe there are any pop-ins that were noted in the analyses and that's another game developed for SSD.
What we do know is that pop ins are a result of the HDD trying to keep up with player movement and viewing distance during gameplay. This would be much more noticeable in last gen / crossgen games and older development techniques.
Maybe you're right too, developers may never be able to get rid of textures pop in completely even with blazingly fast SSD and I/O throughput speeds but can only minimize it.
This largely comes down to some weird texture pop-in that seven to pull from the immersive quality of the title. Courtesy of how the PlayStation 5 is currently set up, I could not test whether this problem persists on different solid state drives, so I just had to sit with it whenever it happened. Thankfully, the pop-in was only obvious in two of the five stages, and even then it was reserved to areas closer to the boss encounter.
I saw some having issues with pop in with DS Remake but not a lot.

And some were getting pop-in with a bridge as well. But not sure if that was addressed in a patch.
