If all you want is the PS5 upgrades there doesn't seem to be a path for that if all you own is the regular version of the game. Only owners of the Director's Cut have the option to get the upgrades at $9.99.
$9.99 USD is only if you upgrade to the PS4 director's cut, which includes the Ikishima content but not graphical enhancements I'm guessing.
If you want PS5 enhancements and Director's Cut it is $29.99 USD.
I don't have the physical copy anymore unless I borrow my brother's copy again so I'm not sure what I'm going to do yet. I want to play Iki though for sure at some point.

Sony don't mind releasing games in Q1 or Q2 so might be early 2025.
Could be a good way to start the year. Maybe we’ll get a trailer at summer games fest or the game awards, my bet is on the latter
