Not going to happen using traditional methods. But do these two strategies and it'll be a guaranteed boon for sales.
1. Have the entire current catalog of Xbox games free. No strings attached. Console sales would increase from 100 to 1,000.
or
2. Get some dev to make Date Your Sister Simulator 2018, Horny Hentei Housewives, or I Love Your "Pink", and I guarantee console sales would rise from 100 to 1,000,000..........
...... (you silly guys. "Pink" refers to the colour of the character's hair)

It made more sense to try for Japan when a console could sell 20 million in 5 years.
Since the PS2 ended, its changed to a handheld market. The Wii and the PS3 topped out at 10 million in 4 and 12 years. The switch is taking off where the WiiU could not (on the same games mostly) because to them it IS a handheld.
Best case scenario for Xbox in Japan. 3 million. 4 and a half maybe if they bought Square. Over 10 years that is nothing. They would have been better off investing Blue Dragons and Lost Odyssey budgets into something westerners would have bought. Try to sell an extra 500k in the US and Europe per year. That's 5 million already.
Tbh if Japanese devs don't want to bother with an Xbox port that's fine, but they forfeit the right to complain if they miss expectations ..which is probably why Nier, NiOh, Ni No Koni ended up on PC.

Hope so. If they had one game, just one game on the level of Lost Odyssey like the 360 had i think people would feel much better about the X1's library. Always comical to see people write off Japanese games and their importance. Japan literally is responsible for where gaming is but their games don't matter? 
I said the return of Japan on Xbox as in Japanese devs seem to be supporting it more. Not will Xbox start selling in Japan. Its sold as a 4k player by some stores now.

In that case no, I do not think Japanese devs will be releasing Dye Your Teenage Student's Hair Blue, or Tantalizing Tentacle Toys: The Complete Series Vols 1-24
That is why Phill said that they try to get FFXIV to xbox but there is an exclusive deal from Sony that is preventing that game come to xbox. I am guessing no crossplay to a surpior online service.
