I think it's fine now. Obviously they are still trying to find the sweet spot, I think. They have the lower, base tier at 60 bucks, then you can buy ultimate editions and the like. That is actually what you are asking for. Just buy the ultimate editions- you get DLC packs and what-not, and you pay a bit extra for them.
People only look at pricing from that end-product standpoint, not from one where the amount of content the developer can sustain on that initial 60 dollar end budget. Employees cost money. Of course, these same people will get up in arms when they hear about some companies not paying their employees enough. Silly, and driven by their desire to have everything.
