Spineless congress did nothing to protect Mueller if he does. If it happens, storm Washington and take it back by force.

Stubbornness plus party loyalty. I know a lot of people who still sort of support him, but I know come 2020 they'll be voting for someone else other than Trump in the primary.
Mostly just good old fashioned human stubbornness. We all told them this is exactly what would happen. He's erratic, unqualified, etc. It all came true and then some. They'd still rather support the sinking ship than admit they messed up.
In 2020 it will be Pence or Ryan or whoever, and suddenly nobody will admit to supporting Trump and try to pretend it never happened.
