Great post. A few things though.
1. I realize this whole discussion is terribly subjective. Awarding one game as "the best" in a given year is pretty pointless by nature. I just thought if the discussion (not argument lol) were to be had, we might as well start by using metrics rather than subjective opinion. Ridiculous
2. If a man spends the majority of his free time with a woman. Spends the majority of his expendable income on a woman. Thinks about this woman the most when they're not together. Constantly talks about this woman with his friends and experiences the most intense emotions with this woman, can't we say that there's a chance he likes/loves this woman more than his wife? Whom he says "Yeah but honey, I love you the most and I experience more subtle emotions when I'm with you." Who is that guy fooling? I think there's more to the popularity idea than we'd all like to admit.
3. "Artistic masterpiece." You used this phrase above in an attempt to discredit "whatever other online MP shoot fest" I wanted to choose. This particular award is called Game of the Year. Key emphasis on the word game. Now that's a pretty vague term but I don't think you should define it as something like an artistic masterpiece. Games are not the Mona Lisa. They are not Bethoven's Moonlight Sonata. They are not the sculpture of David. They are not Steinbecks Grapes of Wrath. Games are games. If the best games aped something like those artistic masterpieces, then I think you'd be right. You'd have to give this award to something that told a very specific story like Hellblade or Zero Dawn. However, this is the game of the year award, not artistic masterpiece of the year award.
4. Couldn't one argue that all things, like Zeppelin "hit on a particular arrangement or formula that made lots of money, captured peoples attention, and was copied for years to come?"
Either way, I commend your post. I'm not 100% positive of my own beliefs on this matter which is why I enjoy having these discussions (not arguments).
For me, Middle-earth: Shadow of War
I haven’t played either BOTW or PUBG yet however GOTY has to go to one of those based on objective information. Both seem to have redefined the genres they were in. Both will have significant impact on future games from other developers. Both kept the attention of gamers well beyond their release week. Both gained steam after release. BOTW set records for console atttach rate and revitalized Nintendo from a long slump while PUBG set records on Steam with minimal marketing. Multiple people inside the industry have admitted that they couldn’t get either one of those games out of their mind.
Horizon:ZD is the best looking and most polished open world game ever but I think it’s overrated. It’s a solid A in production values and graphics. B in gameplay. C in story and character development. Story had potential but the flat characters and acting hurt its impact. I thought the gameplay was solid but didn’t find the sandbox revoltionary or to have a super addicting hook.

If we change the question to which will win the most GOTY awards, I think it's pretty clear it'll be Mario and Zelda at #1 and #2. I'm hoping that Horizon will garner a couple of awards, but it just doesn't stack up against two of the top 5 games of all time. Despite some really outstanding games on PS4, 2017 really has been Nintendo's year.
This year was Nintendo's whilst next year will be Sony's. I don't think Nintendo have anything bigger than Zelda or Mario bar Pokemon and I doubt that will be a higher quality game than both.

So I've been really thinking about this question more than I should today and have come up with a few conclusions.
I like to answer this completely subjective question in the most objective way possible. In 2015, when The Witcher 3 was grabbing everyone's praise I succumbed, picked it up and bounced off of it twice. Just not my type of game yet totally accepted it as game of the year that year. It wasn't my game of the year but it was 2015's game of the year.
So I think for me, game of the year revolves around one thing and one thing only. Which game most captured that years attention. If that's my criteria, I don't think any game comes close to PUBG. As good as Mario and Zelda were, 2017 was PUBG's.

TW3 is much more comparable to Zelda as they are both considered to be the best or one of the best quality games but nowhere near the best selling or most popular.

I agree that by that criteria (got the most public attention), PUBG wins. I don't really like that criterion, though. It doesn't represent quality, just audience size.
What game will be remembered 10 years from now? That's a better criterion. Mario and Zelda will be remembered as 2 of the top 5 games of all time. By comparison, PUBG will be a historical footnote.
