I would indeed say it's NOT a forced parity situation. The game on the Xbox One wasn't even at 1080p at one point...it had been running at 900p all the way through alpha and beta, and the PS4 version always was at 1080p. They didn't hit 1080p on the Xbox One until the new SDK and Kinect resources being freed up were released, otherwise we would have seen it remain at 900p and the PS4 version was going to be at 1080p.
