Geoff Keighley has stated on Twitter that Forza Horizon 5 was indeed eligible for this year's awards, with the cut-off date being set at November 19. However, game journalists were told they had to submit their picks by November 4th. Forza Horizon 5's early access period didn't begin until the 5th, which calls into question just how much eligibility it had in real terms.
In Geoff Keighley's defense, they do include additional information in the email pack to Jury members, informing them that ballots can be altered up until November 11. However, I was told that this information isn't highlighted clearly enough, and not enough time was given in general.

LOL!!! Red Dragon is a flaming PS Pony. He is the Colt Eastwood of Twitter for Xbox, but for PlayStation. Returnal had zero innovation. It's just a 1080P indie game that was another roguelike game that flopped at 85 according to critics. FH5 blows away Returnal away in these key areas:
- Game play
- Graphics
- Performance
- Critic score
- Content
- Innovation
- Longevity
- Player count
- Sales
We know it was there, but apparently missed as journalists reached out to state they missed that part AND there wasn't sufficient time. So what is appears is that most journalists were seeing November 4th as the cutoff.The hard cutoff was November 11 though. That's a key point that keeps getting overlooked. If it's in the email as reported that you can change your votes up till the 11th, then it's not really Geoff's fault the jury overlooked it (if that is even true).
Besides, we don't even know how the info was presented, we're just being told that. We just know the info was there in the email.

Returnal was trying to combined bullet hell, third person action shooter, rogue lite genre into one game and it's a new IP so makes more sense that it would be innovative.
From what I've been reading, FH5's formula is just like FH4's? Doesn't mean it's not a good game but it's hardly innovative if it's following the same steps but in a prettier sense. There's not much story from what I've been playing. Just racing and doing events all over the map. Is that how FH4 was?

Returnal wasn't innovative at all, as it was just another rogue lite game using features already found in games long before it. Then again, neither is Psychonauts 2, Deathloop, Ratchet nor Metroid, but they are on the list.
If formula matters, the games that were nominated wouldn't be on the list.
I understand that it's your opinion. But none of the games that were nominated are innovative.Name another bullet hell game that plays like "Hades meets Metroid meets Dark Souls" with a rogue like core gameplay.
Just saying, if we're talking innovation, Returnal has FH5 beat IMO only because the latter is the 5th iteration of the IP.
