Has MS stated that the Scorpio won't hold any exclusive features over the XB1 version of Single Player portion of games?
Well they have said that all games on Scorpio must be playable on Xbox 1. If you have features on one and not the other, then it isn't really the same game on both platforms, is it?
I'm talking graphical stuff, and maybe number of enemy AI and such.
In that case, no, they haven't and won't say that is not allowed. Those sort of decisions will be left to the developers.

...Another point to note is that the PlayStation 4 Pro uses existing assets like existing textures. Xbox Scorpio games will use better textures too, something the PlayStation 4 Pro doesn't do. The games will support higher textures on Xbox Scorpio too. This is definitely a true upgrade.

Hmm. I'm starting to wonder how much of an obvious difference there will be btw Scorpio and Pro games? Are we potentially looking at OG Xbox and PS2 levels?

There were many other times that the OG Xbox version destroyed the PS2 version. There were also games that could be ported from PC, which simply weren't possible on PS2. Elder Scrolls: Marrowind being a perfect example.Not really, back then many ps2 games vere ported to OG Xbox, and often we got a crappy ported version. In the case of Scorpio it's the high end PC version we got on Scorpio. Complete with high rez texture packs. (most likely as an download option on Scorpio.) high rez texture packs has been available for pc games for years now btw.

It has a GPU that is 3 times the power of the base Xbox One and 2 and a bit times that of the regular PS4, that is its USP.
The Scorpio will of course be an even greater upgrade over base XB1, PS4 and even the Pro.
Just because YOU can't comprehend what the specs differences say...this doesn't change the facts of what they are.It's all opinion......we'll see just how badly the PS4 base runs PSVR compared to the new PRO......I also don't think that the PRO is 3x the One S in GPU.....

It would prob end up TRUE 1080p upscaled to 4K this time.Halo 6 on scorpio. Oh my. There are some scenes in halo 5 that are mighty impressive, showing off 343i prowess. A few of my first wow moments this generation. Curious to see what they can do with over 3x more gpu power, more/faster RAM. Im hoping for a fake 4k like Days Gone with 60fps and all the effects dialed up. Great iq, max effects and a locked fps. Damn.
