software emulation?
Yes, the whole thing is emulation. I am challenging the notion that a resolution is definitively LOCKED, when I don't believe that variable resolution was a thing on these older games that are now in 4K. So why can't the same be done for Xbox One games? Variable games are still probably coded as variable, and just naturally run at the max. This is clearly different than some getting 4K treatment when that resolution obviously wasn't even a standard back when most of these old BC games were made. Think about KoTOR... I'm guessing this must just be a permissions thing, and the BC team can add that manually, but I don't know.

i think it’s because it’s on a game by game basis, each game is handled by a team at MS, but I’m sure some have higher priority or benefit more so than others...I’m not a doctor :p

No, I think you're right. I believe that they said as much, too. Like some are just automatic, like non-locked framerate and dynamic resolution. Those would obviously still be the case.

What I have been saying is, they could get a small team together to make those same games that went further than the default with "Enhanced for Xbox One X", and give those games the same treatment for Xbox Series S, instead of leaving it sort of stuck in the middle... especially when it's also obviously going to be the best selling Xbox if the coming gen. I think a scaled back version of the One X standard on BC and native games is warranted.

Was variable resolution a thing on OG Xbox and 360? I ask because we're getting 4K on some of those old games games on Xbox One X... Or are those cases where the developers were involved? I'm a little unclear how they were able to pull that off. Either way, it still seems there should be a specific "Series S mode", imo.
Wouldn't it be as simple as just changing the internal rendering resolution?

Official link?
Cause the 5 had rumors of some Zen 3 features.

Just Check out MS's Hot Chips on Xbox Series X Architecture.
States right there that the Zen 2 CPU in the XSX is a Server Grade CPU.

I'll let you find the info on the PS5 architecture but lets just say that Lap Top CPU's are the ones down clocking to stay with in specific parameters...

What difference does it make?

That Is what I meant by mobile.
PS5 uses Lap Top/MOBILE grade Zen 2 CPU.

They're both closer to mobile Zen 2.

Both CPU's don't have the L3 cache of even the desktop variants, let alone EPYC (server) variants. They actually have the same amount as the mobile variants.

"A Zen 2 CPU chiplet measures 74mm square (with four times the L3 cache compared to the Xbox Series X APU"
